It's an "e-wallet" which acts as a third party for electronic transactions. I'm not sure what the law in Australia is like, but you might be able to deposit directly to the site with their new "e-check" (which might still be in beta), or with your credit/debit card. E-wallets are an alternative to those two methods. In short, you link a bank account or credit card to your ePassporte account, and you transfer your money through them, payments and withdrawals.
